Input
PIPELINE_CONTEXT with ticket details and Phase 1 results (assumptions, constitution status).
Step 1: Generate Spec
• Run /speckit.specify for the ticket. • Output to .specify/tickets/{{ticket-key}}/spec.md. • Must include Measurable Acceptance Criteria. • Incorporate assumptions from Phase 1.
Step 2: Generate Plan
• Run /speckit.plan for the ticket. • Output to .specify/tickets/{{ticket-key}}/plan.md. • Must document Data Models, API surface, and Integration points.
